It does, see <http://developer.apple.com/technotes/tn/tn1150.html>. The
technote also mentions the possibility of a POSIX wrapper for these
permissions, which I don't think would be a terribly difficult thing. MAC
OS 9 has multiple user support built in, relying on these permissions.
