And who will administer the program? 

Anything set up to operate peacefully through informing the voting
public would probably be shut down as libellous or for having run afoul
of the campaign finance laws. 

Anything set up to deal directly with offenders would be branded a
terrorist organization and squashed violently and with fantastic 24/7
coverage. The media would recognize a good thing when they saw it and
assist enthusiastically in the process. 

Let's see, we can't trust any random group of individuals to do this. It
must be done under government authority or else we would have chaos. 

Referendum Swiss-style? Not likely - too much like chaos. 

The House and Senate will each establish a legislative sanctions
comittee to refer proposed sanctions to the joint comittee ... and so on
right up the Supreme court which would rule on intent to produce bad law
versus garden variety ignorance...the sheep will be happy because the
right thing is being done. 

What the hell is that Latin phrase for "who will watch the watchers" ??? 

We're doomed because the watchers ( irrespective of political or
religous associations ) are corrupt and decayed and are gaining daily in
their degree of control over the masses. 

Their math makes discussions of legislative competency evaluations
irrelevant - a conventional attack on bad lawmakers and bad law is far
too expensive and time consuming to be practical. For each dipshit who's
removed there are a hundred more ready to step in. Undoing bad law is
extremely slow and expensive. It's like a good cryptosystem.

Let's talk about something cheerful like how math makes the dunderheads
irrelevant.
