I don't know why this couldn't be covered under property trespass law (How exactly did you get that picture with out stepping on the owner's property ?). However, being in the midwest and having seen the antics of the PETA/types. I can understand why someone might "propose" such a law. Actually taking it seriously ? No. I'd like to see a news story about someone who walked into a PETA meeting and dumped a large amount of cockroaches, centipedes, maggots, spiders, rats, and other "non-cute" animals to see how the attendees react (particularly some of those bubble headed blonde hollywood startlet types).
