The binary is shipped in the distribution download, so “normal” users who got D2RQ by downloading it from the website will always have it. Only developers/testers who got it by checking out the source from GitHub will need to run the build script to make the application work. This is also described in the README section of https://github.com/d2rq/d2rq .
