Before we throw out the baby with the bath water.  Let's discuss what is 
possible.  Sometime ago I had suggested a welcome letter.  Maybe, we could 
include info on what is expected from list users in the welcome letter.  Is 
there something that can be done at the server level?  Maybe a return email 
to the poster explaining cause of the error.

Yet as I suggested earlier this has to be very frustrating to new users.  It 
seems that even veterans of the list make the mistake of the not formatting 
correctly.  And suddenly there is an error on the list that waste time for 
not only OP but the readers too.

Most email clients place the cursor at the top of the email when starting a 
reply.  Could that be the root cause of the top postings?  Many believe that 
top posting is proper (I'm not one).  So I doubt we will ever stop that.  And 
when someone points out that the OP has top posted it comes off as a scolding 
not constructive comment.  

I do not know what can be done at the server level.  Maybe a script is 
required - like I said I do not know.
