Yeah, I guess the only way is to add the ampersand to the caption. If
it's doubling up when re-opening saved designs, then I guess that's a
bug. I'll look into it

Did I misunderstand your question? I thought you were asking how to
construct the command. If it's not that, and not the File/Open menu,
what other means did you have in mind?
