I started to write to say that I've checked all possible security problems. I was wrong, I'd checked all security issues that I was aware of but not the one's I wasn't aware of. There were some unknown unknowns.
Turns out that many of the files I downloaded have been blocked by windows. The message that shows up in the file properties dialog box is "this file came from another computer and might be blocked to help protect this computer" Here's a good article on the issue and some ways to fix the problem other than clicking the unblock button individually on all files: http://blogs.msdn.com/gblock/archive/2006/12/19/tips-steams-zones-vista-and-blocked-files-in-ie.aspx I'll let you know if I still have the problem after I unblock the files but I have a feeling that this is the problem.
