        That's expected. You can only add a control to an empty slot.

        I guess I'm not understanding how your form looks. Generally, though, 
when I've wanted to move controls from a panel onto a page, I create a slot 
next to the existing one containing the controls, add the pageframe to that, 
copy the controls to the pageframe, and then delete the original slot.

        So maybe you didn't realize that you can add and remove slots as you 
wish? Is that the problem?
