That would be win32 for windows and/or maybe the pkipplib module 
(http://www.pykota.com/software/pkipplib) might be of help dealing with 
cups.

A little googling for win32 came up with  
http://win32com.goermezer.de/content/view/146/189/  as a recipe on using 
win32 for this.
