1. I am not sure but do you operate in Victoria, Australia. If not then 
the statement is not even applicable to you.
2. And, I stated that the relational database model had been scrapped by 
the state government for a flat-file model because THEY perceived that 
it was too confusing for other biologists in the state, not that the 
biologists WERE confused (although you would assume the government 
employees would only change their procedures if they perceived a need; 
again this is an assumption).
