Adam's original proposal included a name compression mechanism (Adam Langley wrote the initial draft a few years ago, and we've picked it up with his blessing). We decided to drop it because it adds some complexity (and the possibility of error) with questionable benefit, given that signatures are going to be the bigger consumer of space in the extension.
