~Seriously, I usually try to explain to them the actual 
number of puppies in that litter that "will" end up at
the county shelter. And then I explain which day is
'kill' day at that shelter. I am also armed with the facts
of 'how many' are put to sleep weekly at the local shelter.

You cannot help that particular litter, but it does make
an impact on some of these people from doing it again.
Some of them just need some education. And if you
make it know to them you live in the area, they will
most likely not breed them again, if not of purely
embarrassment.

Keep in mind county humane shelters are funded by
the county and 99% are ~not~ 'no-kill' shelters. Many
people like the ones you mentioned above have no
idea that the local humane shelters 'do' have a 'kill'
day. They truly do believe that if the puppy doesn't
work out in a home, it will go to the humane shelter
and find another. I just try and explain to them that
that is not how it works.
