There should be no problem either requesting installation of Darcs, or
putting a Darcs binary in your home directory (SF have no problem with
user-installed binaries). I think the latter would be simpler.

One cheap thing that would be a nice touch is to point a DNS entry --
say tortoise.darcs.net -- at your SF virtual server. David, do you
directly control the darcs.net domain?
