From my reading I see 2 projects that need stuff like this already active and underway TortoiseCVS and Darcsweb. My vote would be that whoever works with those 2.
Two different platforms with two different methods. Seems like if you can make those two happy you have covered the first 90% and will get you a good plan for the 2nd 90%.
