An ssh bug? Anyone who can reproduce this problem with darcs, could
you try to reproduce it -without-? Ie. issue a bunch of scp calls on
the order of the traffic darcs produces, and see if you get it to
hang. Also, it may be worth checking whether [fsh] [1] solves the
problem. Note that this requires both client and server side
installation of fsh.
