Darcs isn't moving, because noone is working on it, so it doesn't have
a direction.  That's not quite true.  Eric occasionally fixes bugs.

Yes.

It doesn't need promotion, it needs a programmer.  I don't have time
to work on darcs, and apparently noone else does either.  Perhaps
promotion could attract a good programmer, but it seems unlikely.
