I almost do, on the grounds that the most likely implementation forces the user to terminate darcs to continue in an appropriate fashion, after deciding they want to set ~/.darcs/author. In principle, though, I don't object. In practice, I'd say darcs should offer a way to re-check without having to ctrl+c or otherwise terminate it. Also, if the prompt were to give an acccurate file-path for Windows, that'll be helpful for all of 'my' users (who currently end up recording as each other when they copy repos around, even though they each have a consistent user identifier).
