What is a wiki (that provides history), if it's not an SCM?

True, generic SCMs designed for interactive use during development may
not be a good choice, and Darcs especially so since it's more
interactive than most, and since its users feel much less need to
script it than, say, git users.  But I think there's nothing wrong
with the principle of using an SCM.
