I think I understand the intent at a policy level, but I'm confused by
the implementation.

What is a commit bit?  If I "have a commit bit", does that really mean
that my GPG key is in the auto-apply whitelist, and I push with send?
Does it mean that my SSH public key is in an .ssh/authorized_keys file
and I push with push?
