There are a number of suppliers of ICE bracelets and velcro straps. They usually don't cost much, and as you say, they can be a real lifesaver.
There's some debate over whether having them on your bike or Camelbak is sufficient as both could be stolen whilst you're unconscious. I guess the safest is to have it on your wrist or ankle.
