A working master means building darktable yourself. When you are not afraid to build dt yourself, know that PR #1327 has been merged recently. With the instructions in packaging/windows/BUILD.txt building is very doable IMHO and darktable runs pretty good on Windows (native that is, without WSL). Some things needs fixing, but it looks very promising.
