Bad idea imho. I zoom a lot while doing spot removal.

Better would be to address the issue rather than the symptom.

The actual issue is that the same global modifier (mouse wheel) is used 
to mean different things depending where the mouse cursor is located. 
This is a usability no-no. 'Focus follows mouse' is an option (and 
turned *off*) for a reason in any modern window manager I know.

I.e. I suggest that a modifier needs to be pressed when changing spot 
size. Same is true for equalizer etc. Th issue you describe hits me 
there too.

That doesn't the current behavior shouldn't be kept for people who 
prefer it, via a global option.
It would mean that when this 'focus follow mouse' is activated, you get 
the current behavior (i.e. no modifier key needs to be pressed).

Otherwise, to change effective region in equalizer (insert other modules 
that use the mouse wheel scroll to adjust their behavior) or to change 
spot sizes, you must press the modifier and scroll. This way just 
scrolling always means zoom, even when the mouse cursor is not hovering 
over the view.

That would also improve usability in general. In many cases, I am 
adjusting a module and quickly want to zoom in a bit (not necessarily to 
one of the fixed zoom levels I can get via the Alt-1/2/3 combos).
But do so, currently, I always have to move the mouse over the viewer 
before I can zoom. The I move back to the slider in the module adjust, 
oh I want to zoom out, move mouse again ... etc. Very annoying.
