99% of all programs I use (DT is the 1%) use border drag to change the 
size of a region.

This what I did in equalizer when I tried to change the circle but then 
I realized I could not get over the border because the circle moves with 
the mouse. It *never* occurred to me that I could use the wheel. 
Because, as I said, this is *non standard*. I.e. invalidates usability 
knowledge I acquired over the last 25 odd years using graphics apps. :]

So I am really puzzled that anyone would think scroll is discoverable 
for anything that is *not* related to zoom *and* tied to hover over a 
certain spot on screen!

I bet with you: 9 out of 10 new users of DT will not discover this other 
than by asking a friend, RTFM or trial and error (incuring much 
frustration).

That's why I think adding the modifier, Ctrl, Alt, whatever, won't 
change discoverability much, either way.

What would improve discoverability, imho, is to make the edge of a spot 
a drag region that changes the spot's size (goes hand in hand with a 
change of the mouse cursor to an icon representing that functionality, ofc).
That doesn't mean the modifier+scroll option shouldn't also be there.
