Just to say that, before switching to online printing, I used to use Photoprint
which goes way beyond basic printing offering raster print and output
resolution sharpening. Alistair, the author, was also friendly and helpful when
I corresponded briefly with him.

That sounds like a great addition. Photoprint could be a good starting point:

http://blackfiveimaging.co.uk/index.php?article=02Software%2F01PhotoPrint

It does the basics pretty well:

- Basic layout ability (margins, several images per page, etc)
- Applies ICC profiles to printers (including calculating a printer output hash
to make sure the profile still applies to the driver version and printing
settings)
- Works with Gutenprint for high quality photo printing

It hasn't been updated in a while. It's a GTK app written in C++. It's also
GPLv2, so code from it possibly can't be integrated as is. Maybe the author
would relicense it.
