Without having looked at your code I personally would prefer to create a PDF 
file with the image(s) embedded. That has the benefit of using the standard 
format future CUPS printing will base on. And creating a static PDF isn't that 
hard. If you do that manually or via Cairo isn't that important (as long as 
Cairo doesn't get in the way by only supporting some small color space, 
bitdepth, ...).
