That's expected indeed. But next time you start dt will remember the
last printer used.
I rebuild the latest darktable version 1.7.0+666~g14679f9 (01/21 6:30 PM Paris). Same issues.
After restarting the previous printer is still selected, preview is working and I can select a paper size but orientation and margin settings are lost.

      
I have 3 
printers : Brother MFC-J6510DW (Multi A3), HP Officejet J4500 (Multi A4) 
and Epson R2000 (Photo A3+ borderless). In the print module, the paper 
sizes appear only if I select the HP Officejet. After having selected 
once the HP Officejet, I can select another printer and select a paper 
size with the preview working.
Something strange here indeed!

In the preview the image is not centered within the layout but almost 
centered on the print.
I have seen this in one of my computer but not on the other. An issue I
need to track down.
A screenshot is available here . Strangely the paper sizes appear at least twice in the list but the A3+ / US B+ and all the borderless paper sizes are missing. You can see that on the screenshot.

If I set the margins to zero there is a 2mm 
margin on top, left, bottom and 4mm right margin (portrait) for an image 
printed on the R2000.
You mean on screen or in the paper? If on paper this means that the
border-less mode is not properly activated. Which driver are you using?
epson-inkjet-printer-escpr-1.3.1-1lsb3.2, Foomatic/gutenprint-ijs.5.2, Turboprint-2.26.2 always on the R2000

 The image is not scaled down but rather cropped.
What do you mean?
The image is not reduced (shrunk) to fit the layout but cut by the width of the margin to fit the layout. I agree it is as if the bordeless mode was not activated.

The HP printer is a remote printer under CUPS 1.7.0 , the Epson R2000 is 
a local printer under CUPS 2.0.1 and the MFCJ6510DW is a network printer 
under CUPS 2.0.1.
