Possibly I was unclear in my post; There are two distinct problems that
I am seeing after this fresh install.

1.  I am unable to directly import using my camera. This is something
that I have not seen before. scan for devices shows "no supported
devices found". This would appear to be gphoto2 related.

2.  The inability to automatically apply basic metadata even when
importing directly from the memory card. When I scan for devices with a
card-reader in place I get a "import images from camera" window with a
settings tab that does not include the metadata import option.
