I'd like to stand up for this feature. I had the opportunity to read the
pull request which explains the rationale behind it [1].

Once I understood it, I waited for its implementation. With a good UI, it
could be a great feature. It could allow you to declutter the UI and adapt
darktable to your workflow.

First time I didn't invest time on it and tried to work as always. Ouch! I
missed my favs too. Ok, time to read the (temporary)manual[2].
After that, I tried it again and really liked it. It's easy to modify (add,
remove & change tab order) and you see all the modules used at glance.
