Yes I found the 32 spot limit as well.  In my case I had a photo of some wild 
horses in the Camargue but where the sky was thick with flies, and the birds 
that lived off them - I think there were probably about 300 'spots' to remove 
on that occasion.  This is about the only common operation I drop out into Gimp 
for now.

I had a similar problem .. I think something must have changed.
Currently I do this:
Zoom in to the spot, do the click drag thing, then enlarge the circle (usually 
substantially), and if there still is a problem move the 'clean' area.
Possibly, on account of the large dithered area surrounding the spot with 
larger sensor splotches the module apparently needs quite a large set of 
circles.

As a matter of interest I cleaned up a beach (removing debris) on one image .. 
it worked fine but I found there is a 32 spot limit on the system!!
