One should definitely /not/ do that.  If there is a tag like relation it 
is defined to be relation and it has to have the meaning of a relation 
and nothing else. If such tags are allowed, and in principle even 
encouraged, to be misused to work around another shortcoming you loose 
interoperability.

I've just converted some 10^5 datasets that used your approach 
(sometimes quite heavily) and to spare you the details: this is hell and 
you never get it entirely clean again.

The nice thing about "standard" is that it is defined to be a singular 
not a plural ;)
