Actually, I should just answer the question directly: this will increase the 
local contrast (in the Luma channel of Lab
space) of the smallest 1/3 of the elements in the image.  So it's another kind 
of local contrast enhancement.

The equalizer uses wavelets to decompose the image into "slices" based on the 
size of image elements, from largest to
smallest (left to right) and allows you to perform various operations on them, 
such as contrast enhancement, bloom,
noise reduction, etc.
