Correct.
My deflicker implementation considers ML's deflick.mo as a reference
implementation, so all documentation for that will(well, should) also apply
for my implementation.
And that is the reason why it will not be in the 1.6 - different output for
same settings.
I normally do something like:

It is 100% because i found that value to be correct in my workflow on the
most pics i have used deflick (~10k)
My usual Deflick settings (and therefore Deflicker default) ATM are:
percentile 100%, target level -1EV.
For me, that results in nicely exposed picture, just a bit darker than when
the clipping happens.

Alternatively, if you *really* need it, you could compile DT yourself, with
that feature enabled. (by reverting my commit that disabled Deflicker)
