Date/time is always stored as UTC in GPX files, so unless you actually changed 
the date and time in your camera to local time while in Istanbul, you shouldn't 
need to apply any shift that you wouldn't normally apply within your own time 
zone. You would only need to shift the time by whatever amount you changed your 
camera's clock during the trip, if that helps... all of which assumes you 
normally keep your camera clock set to local time, of course.
