Honnestly, I don't see how you could expect darktable-generate-cache to
find where you're storing the library if you've put it to a non-standard
place.

OTOH, you could just make a symbolic link from ~/darktable/settings/ to
~/.config/darktable/ if you insist in having your darktable
configuration there. Then, darktable and all related commands will find
it without particular option.
