When you open an image for the 1st time, some defaults (base curve, sharpening) will be applied, and added to the history stack. If you discard the history, darktable will handle it like a new image, and reapply the exact same defaults, so it'll seem 'Discard' did nothing. Open an image in darkroom, alter its history (add some tweaks), return to the lighttable, make sure the image is selected, 'Discard' the history, open the image in darkroom again -> your changes should be gone, and the defaults should be shown.
