Your input file is in other words not consistent. But you can turn on a more 
fault-tolerant file reader option in the CSV datastore dialog. Look for the 
checkboxes :-)

To your question of whether DC's job is to validate the file; I don't believe 
it is. DC is a data profiling tool, so there is some degree of diagnosing if 
your data is of a certain shape or size. But invalid data at the source/format 
level is beyond the scope of DC to be honest ... We do want to be able to read 
as much data formats as possible and have these fault-tolerant reading options 
where feasible. But we do not intend to be a "file format checker", rather 
we're a "data content checker".
