You can also have a look at the Minor Irrigation Census <http://micensus.gov.in/censusmisch.html> data that is published on data.gov.in https://data.gov.in/search/site/dugwells You won't get any location data, but i think they have number of wells, potential utilized etc. It is the 4th MI Census, for the year 2006-07, the 5th one hasn't been published yet.
