Hi Jim, I haven't faced your specific problem but in the past I have worked with Google Earth data without having to worry about sharing constraints since the underlying maps were from public sources <https://support.google.com/mapcontentpartners/answer/9359574>.
My sense is you're free to share the files since you're not technically sharing Google Map content itself and creation of Map layers and KML is within the permitted usage <https://www.google.com/intl/en_in/help/terms_maps/>. The shape files you share would be useful for others wanting to use it as an additional layer with Google Maps. To be absolutely safe attribute <https://www.google.com/permissions/geoguidelines/attr-guide/> Google? Would be keen to hear others views on this.
