Tehsils are revenue administrative units. Community development blocks on the other hand are development administrative units and they are not the same as tehsils in most states.
I am yet to see an official definition of what a subdistrict is. Census documents state that they use revenue administrative units while presenting data. But individual district handbooks in some states( West Bengal, Bihar, Jharkhand etc ) also say that they use community development blocks to present data. West Bengal is one state where it is known that Community development blocks are co-terminus with Tehsils. In general, it is all very confusing. Anyone who knows better can shed some light here.
