Try using the keypad + and - keys while editing a multiline text field,
or when editing a formula.

In that case they always act like PgUp and PgDn, even with the NumLock
on.

I agree with Ed that this is very irritating. I asked about changing
this behavior a long time ago and was told then that this behavior was
desigined to mimic the old WP keystrokes. But I too would really like to
see the special handling for + and - removed, and have them just act as
text keys.
