You would be surprised at how little it matters, except in the case of
IIS...  The main part as you said is the scripting, but even that becomes
very straightforward, possibly the toughest part is getting used to writing
the DP Reports...   If I were a Windows IIS hotshot I am sure it would work
under that and in which case the commercial hoster would be easy to find.
But the concepts on a standard alone cut down server are basically the same
as on the commercial hoster, the DP reports and the web clients are
identical it is mainly the scripts that have to adjust to the various paths
of the various operating systems, and the method for launching DOS
applications...

I will have a pilot for you soon, it will be a zip file with the DP
application, the script and the TinyWeb server. Other than that all you will
need is to download and install PERL, and perhaps install a few modules for
which I will give you instructions. That way you can have a fully
functioning system on your local machine to play with.

Thanks for the kick start with some answers to some important questions. 
I assume what requires the effort and know-how and the details that I'm 
interested in is programming the CGI scripts to interact with DP and to 
take the CGI scripts and upload them to the localhost. I read your 
website info which is informative and well written on the online 
connection, but I'm assuming that a local web host differs in important 
details. Anyway creating Synthetic Transactions Logs with the CGI 
scripts is a lot easier when assisted. I installed a local web host 
previously but was not satisfied with the service. Probably a lack of 
experience. I have time, I'm taking this one slow and easy. I am looking 
forward to your docs. Have a nice weekend.
