I have never tried it but I believe not: no server version is listed in the "it runs on" list for VirtualPC and they have specific server solutions for running virtual machines on servers. (Even if you could force the installation I expect it would still be considered unsupported.) Given their other solutions (Hyper-V etc) there is no reason you could not implement the (almost) equivalent to XPM for yourself. Both VMware Workstation and VirtualBox explicitly list the various Windows server platforms as supported. VMware also have some explicit server solutions.
