I sincerely appreciate the ideas.
 
Both times, the error occured, one of the machines involved was a win sys 7 
x64. 
In the days of Dos, DP required a statement files = 40, buffers=6  (or greater) 
in the config.sys.  files = 40 was not the default.
 
Unfortunately, the x64 machines are using dosbox to run.
 
I can get information on the Dell Poweredge switches - but other than the 
laptops, none of the hardware has changed.
