Yes, this can easily happen. Consider, as a thought experiment, an
extreme case in which a database has a single record, with a text
field which is edited 100 times. Each new value placed into the text
field will cause the TXX file to grow. But, since there is only one
record, after export/import, the TXX file will be about one percent of
its top size. I hope this thought experiment helps to give you
confidence that the TXX file can shrink considerably. Comparing CSV
files before and after is the best way to be entirely sure that there
is no data loss.
