Believe it or not there are some people in the world that *like*
strftime()  :-)  I don't see why we can't have a strftime() formatter.
People are used to it and there are gobs of code that use it.

Besides, if we come up with a like-strftime-but-better formatter and
start using it, eventually people will see its merits and choose it
over the strftime formatter.
