I am not familiar with the license; please do send it. We would want to restrict any commercial (for profit) use. What we did with the Java and Mathematica translations was agree that the translator would have non-transferable rights to use the code commercially in exchange for our receiving ownership of the translations (with the right to distribute it). It would be advantageous from our pint of view to have the Perl version, so we'd be happy to make similar arrangements.
