Two questions:
1. Did it always do that .. I seem to recall that it used to add it at midnight in the local time zone.
2. Should it be at midnight UTC? I can't find anything that says one way or the other but I can't imagine that I'm supposed to adjust my clock by 1 second at 11am rather than midnight.
