I'd always figured it used UTC internally. 2am here, + 1 hour = 3am unless it's DST night.
But 2am here is 4pm UTC, add 1 hour and its 5pm UTC. 5pm UTC then gets turned back into Australia/Melbourne and then the TimeZone code is all that cares about time zones.
