Ah Ha!

 
That works! I was able to finally find it (per Jason's advice) format it and now I can load files onto it
 
My plan is to use it as a "read only" device by which I can put image snapshots on it (from the davinci side) and make them accessible to the host.
 
If I assume that the host will never Write to the disk, can I skirt around the "never use the loop driver" issue so I can have simultaneous access?

Or will I have to manually stop the drive (through davinci), load my new file, and then restart the gadget so the host sees it?

You likely need to format the drive, in addition to creating the partition, before a letter is assigned.  Take a look under Administrative Tools -> Computer Management -> Storage -> Disk Management and see if it is there.  You can format the drive using that tool as well.
