Yes, the soft-reset fix is included, based on a suggested patch from
Steve Yeh, to initialize all power domains to known states (the key is
the P1394 code copied from U-boot platform.s since this addresses a Si
bug regarding the watchdog timer).  Note this change turns on all power
domains.  As a result power drain is likely to increase, so if taking
this to a custom system, I would advise reviewing which power domains
are needed and only turning those on, possibly setting unneeded domains
to full disable.  I have tested this fix by using the U-boot reset
command, and a customer has reported that it also works on Linux on the
EVM and their custom board.  I figured I wouldn't get much more testing
than that, so I decided to release the new version.

Link is up. I peeked at UBL source code and it seems that it has the
soft reset fix integrated. I haven't tested it yet though.

I can't download the newest version of the UBL source.
